City of Boulder Announces Independent Police Monitor Finalists and Invites Community To Participate Virtually in Candidate Forum

The City of Boulder today announced that three finalists have been selected in the search for independent police monitor to replace Joey Lipari who resigned September 2022.

The Independent Police Monitor works in the city manager's office to support transparency, accountability, community engagement, and best practices in policing. The position receives and reviews complaints, and works with the police oversight panel, the Boulder Police Department and other city leadership to improve the performance of Boulder police.

Finalists for the independent police monitor are:

  • Mac Muir most recently served as the Supervising Investigator for the Civilian Complaint Review Board for the City of New York. He also served as an Investigator I, II, and III with the organization. Prior to his time in New York, Mac was an Executive Assistant to the Governor’s Legal Counsel Office in Denver, Colorado. He is a Member of the National Association for Civilian Oversight of Law Enforcement (NACOLE). Mac has a Bachelor of Arts in Politics and African American Studies from Oberlin College.
  • Cathy Rodriguez serves as the State of Colorado’s P.O.S.T. Compliance Manager. Before her current role, she served as an Advocacy Services Manager for Adams County District Attorney’s Office, as a Program Director in the Healthcare Branch for the Colorado Department of Regulatory Agencies, and additionally as an Adult Standards and Community Notification Coordinator for the Office of Sex Offender Management with Colorado’s Department of Public Safety. Cathy graduated from Metropolitan State College of Denver with a Bachelor of Psychology with an emphasis in Human Sexuality and a Minor in Sociology.
  • Gina Torres currently serves as a Police Monitor for the Albany Community Police Review Board. Prior to her current role, she was an Investigator for New York State, a Police Officer for both Coeymans Police Department and the Albany Police Department in the State of New York. Gina holds a Bachelor of Arts in Cybersecurity, Emergency Preparedness, and Homeland Security/Criminal Justice from The State University at Albany and a Master of Science degree from Excelsior College in Criminal Justice and Organizational Leadership with a focus in Technology and Data Analytics.
Every member of the community is invited to participate virtually in a candidate forum on Wednesday, Jan. 11 from 6 – 7:30 p.m. Each candidate will introduce themselves and following introductions, the moderator will ask the candidates questions submitted by community members.

This forum will be live streamed on YouTube at https://youtu.be/YSTBEixweYU and on Zoom in English and Spanish. The Zoom link will be available online 24 hours in advance of the forum. Community members can submit questions in advance online at https://bldr.fyi/police-monitor or in Zoom during the forum.
