Bedford City Manager Jimmy Stathatos promoted Chief Financial Officer Caryn Riggs to Assistant City Manager on Friday, August 5. Riggs joined the City of Bedford in March and has been overseeing the Administrative Services department, which includes finance, budgeting, purchasing, municipal court, teen court, and utility billing divisions.
“Since her arrival, Caryn has already strengthened our financial policies and procedures as well as created a centralized purchasing environment,” Stathatos said. “With her education and well-rounded experience, Caryn is a great asset to Bedford, as we take all of the City’s departments to the next level.”
Riggs’ promotion is effective immediately and filled the second of two Assistant City Manager positions. In June, Andrea Roy was promoted to Assistant City Manager and continues to oversee economic development, planning and zoning, permits and inspections, as well as neighborhood services (code enforcement).
As a Certified Government Finance Officer, Riggs has experience in preparing the annual budget and financial report, overseeing investments, and reconciling and monitoring a Capital Improvement Program. In addition, she’s skilled in supervising the daily accounting function, purchasing operations, as well as the payroll function of a municipality.
“It is an honor to be promoted to this role and to help ensure financial stability for the City of Bedford,” Riggs said. “Finance touches every aspect of City operations, and our focus is to maximize each dollar to achieve the Mayor and Council’s strategic goals.”
Riggs holds both a bachelor’s degree and master’s degree in business administration from Texas Woman’s University.
